Digital Letterhead PDF

Hi everyone,

I designed a letterhead for our staff that we sent to press, and now our staff want the ability to send digital letterhead. I can do this by exporting a PNG and putting it as a word background which the staff can save as a PDF, but of course I want to avoid rasters. So I created a PDF with a form element which the staff can edit in reader. However, when they save it as a PDF in reader it remains editable. Since this is letterhead they need to be able to edit the PDF and save it so it is not easily editable, and though I can do that in Acrobat they only have Reader.

Any solutions?
